Abidjan, 12 Oct 2026 (AIP) -The integration of the Ivorian Public Treasury into the Interoperable Platform for the Instant Payment System (PI-SPI) of the West African Economic and Monetary Union (UEMOA) is a major step forward in the modernization of public finances and an experience that can inspire other Member States, particularly in digitizing the collection of public revenues.

According to the Central Bank of West African States (ECOWAS), the State Treasury of Côte d’Ivoire meets all the requirements and standards of the platform and regularly executes mass payments.

This integration allows the Ivorian financial administration to make and receive various types of payments, including salaries, scholarships, subsidies, taxes and taxes, regardless of the financial institution of the beneficiary or the taxpayer. It also offers the possibility to monitor transactions in real time, thus strengthening the traceability of financial flows.

Beyond the fluidisation of public payments, PI-SPI presents interesting prospects for improving the collection of tax and non-tax revenues. Through the interoperability of payment systems, it can help simplify taxpayers’ approaches, reduce the constraints associated with settling tax obligations and improve the tracking of government receipts.

The Ivorian experience thus appears to be a concrete illustration of the potential of digital infrastructures in the transformation of public financial management. It highlights the value of fast, accessible and secure payment solutions to increase the efficiency of financial administrations and facilitate transactions between the State, citizens and economic operators.

With a view to increasing the mobilization of domestic resources, the BCEAO supports the Treasurys of the WAEMU Member States in their gradual integration into the IP-IPS, in order to promote interoperability of payments, transparency of operations and efficient collection of government revenue.

Through the IP-SPI, BCEAO intends to promote innovation, financial inclusion and modernisation of payment infrastructures in the WAEMU area, making the Ivorian experience an example to consider in accelerating the digital transformation of public finances in the subregion.
